For a political party to participate in New Jersey's primary system,
it must have received at least 10% of the total vote cast for members
of the General Assembly in the last election (odd numbered years). Currently
only the Republican and Democratic parties qualify. Until recently,
Title 19 of state law set down the formal structure of the two major
parties in New Jersey.
The ability of states to regulate the organization and internal affairs
of political parties was declared unconstitutional by the U.S. Supreme
Court in 1989. The two major parties in New Jersey are at liberty to
draft new party constitutions and bylaws. To date, only minor changes
from Title 19 structure have been implemented.
Both parties still have a tiered approach -- election district, municipality,
county and state party committees. In every election district, the registered
voters of each party elect two leaders at the primary (one male and
one female) to represent them in party matters. The municipal committee
is the aggregate of the committeemen and women elected in each district.
The county party committee is likewise an aggregate of those municipal
committees within the county borders.
The Republican State Committee is composed of one man and one woman
from each of the 21 counties.
The Democratic State Committee is composed of from two to ten members,
based on population, from each of the 21 counties. National Party Committees
represent each state party organization. Functions are determined by
the party bylaws.
