The process of creating electoral districts after a census is little appreciated as a major factor in determining the fairness of our elections, both for parties (Democratic, Republican) and also for racial/ethnic groups. NJ has a fairly interesting process, with both strengths and weaknesses. California has an even more unique citizens' process. Here are some links to both:
- NJ apportionment Commission website for NJ legislative districts. Note that this process is largely completed.
- NJ Redistricting Commission website for NJ congressional districts. This process is continuing in fall 2011.
- NJ redisricting law -- Eagleton Institute's basic summary.
- Brickner Report -- Eagleton's analysis of current redistricting in NJ.
- Report from 1991 on NJ legislative reapportionment. Still relevant, although some laws have changed.
- California's unique nonpartisan redistricting process.
- Brennan Center -- national analyses of redistricting and gerrymandering.
