LWVNJ Testimony in Opposition to ACR 2Assembly Judiciary CommitteeMonday, September 25, 2000 presented by Alyson Becker The League of Women Voters of New Jersey opposes ACR2 and requests the Assembly Judiciary Committee not release the bill. Constitutions establish a framework of government, dividing powers and duties among the three branches of government. To amend the constitution so courts cannot review laws related to parental notice when children have a medical or surgical procedure skews this balance of power. The legislature should not have this absolute power and it should not consider a constitutional amendment that is designed to do an end run around a Supreme Court ruling. ACR2 is an attack on the separation of powers essential to democracy ACR2 amends the Bill of Rights in our constitution. It will allow the legislature to diminish the current rights of one class of citizens. It is an attack on individual rights in our constitution. ACR2 should be rejected. |
